The restored J.R. Clynes Building on Greaves Street in Oldham has been named Regeneration Project of the Year at the Construction News Awards 2026. The Grade II-listed landmark, formerly known as the Old Library, was recognised for outstanding achievement in the UK construction sector.
The 34,800 sq ft building was extensively redeveloped by Tilbury Douglas and reopened in August 2025 after standing empty since 2017. It now operates as a civic and cultural hub, returning the historic structure to public use.
What the building contains
The refurbished building houses a Council Chamber and Mayor's Parlour, meeting rooms available for civic and community use, a restored art gallery on the second floor, and a studio for Oldham Theatre Workshop. A community garden is also part of the site and will host public events throughout the year.
Historical significance
Dating back to 1883, the Old Library served as a cornerstone of community life in Oldham for over 130 years before being replaced by the Oldham Library and Lifelong Learning Centre in 2006.
Council response
Oldham Council's Director of Growth James Kington said the award recognised the vision and collaboration behind the restoration project. He described it as a proud moment for everyone involved in bringing the building back to life and highlighted the council's commitment to investing in Oldham's historic assets and town centre.
